Desde que estoy usando Docker, tengo una vieja imagen donde python-rosinstall-generator ha sido correctamente instalado con apt install python-rosinstall-generator:

Parece que packages.ros.org repositorio proporciona python3-rosinstall-generator paquete que no es compatible con Ubuntu 18.04 LTS.

Pero la instalación de ros-melodic-desktop-full termina con éxito el uso de su original Dockerfile.

Una manera de ir alrededor de esta cuestión puede instalarlo usando pip gestor de paquetes. Puesto que usted está utilizando python2 para ROS, sólo tratar el siguiente:

sudo apt install python-pip
sudo pip install -U rosdep rosinstall_generator vcstool rosinstall
